Building an accountable engineering squad

Team design starts with outcomes, backlog, systems, milestones, and decision rights. A release train centered on ADMS integration may need a domain lead, functional QA, automation, interface engineering, and GIS validation. An Ignition reporting program may need a lead, developer, historian engineer, and QA. We identify skills by workstream and phase rather than offering a fixed pyramid. Named people, role expectations, allocation, time-zone overlap, site needs, and replacement procedures are visible before kickoff.

The U.S. domain lead owns delivery coordination, technical coherence, risk escalation, client reporting, and vendor-facing communication within the statement of work. The lead does not become the utility’s system owner, switching authority, cyber approver, or control-room supervisor. Client product owners prioritize work and accept deliverables. OEMs retain responsibilities tied to licensed core products. An explicit RACI covers architecture, requirements, environment access, data, test approval, defect disposition, production deployment, and operational acceptance so accountability does not disappear between organizations.

A squad establishes a working cadence around the client’s tools: backlog refinement, technical review, daily coordination where useful, weekly delivery and risk reporting, defect triage, release readiness, and retrospectives. Work products stay in client-approved repositories. Definition of ready includes requirements, environment, data, dependencies, and acceptance criteria. Definition of done includes review, tests, evidence, documentation, and accepted exceptions. Measures can include completed outcomes, escaped defects, blocked time, aging, rework, automation stability, and model or interface reconciliation rather than utilization alone.

Access follows least privilege, named accounts, approved devices and routes, segregation of duties, and prompt removal when assignments end. Engineers work in development, test, FAT, training, or approved pre-production unless a separately authorized support activity is defined. The squad does not take control-room shifts, operate breakers, tune live protection, administer production EMS or DMS, or create cloud shortcuts around OT segmentation. Production changes and live operational decisions remain with authorized utility and vendor staff.

Commercially, buyers should expect a mobilization plan, skill matrix, named lead, interview and substitution process, onboarding dependencies, communication model, deliverable plan, assumptions, exclusions, and ramp-down or knowledge-transfer plan. The first 30 days should prove access, environment readiness, backlog quality, and an initial delivery slice. Documentation and pairing reduce single-person dependency throughout the term. A dedicated team is valuable when it owns coherent non-production engineering outcomes; it is poor value when measured only as a monthly collection of resumes.

The domain lead is U.S.-based. The rest of the bench can be onshore, nearshore, or otherwise mixed only as the client approves for data, export, contract, time-zone, site, and OT access requirements. Locations, working hours, and access paths are disclosed during scoping. We do not route work through an unapproved location or account to reduce cost.

Is there a minimum term for a dedicated ADMS/SCADA team?

The useful term follows the release train or owned backlog rather than an arbitrary staffing promise.
